I have worked on a Visual Novel 5 years ago. I have not played that many, maybe around 15 in the past 5 years. Playing games does not mean one is going to understanding them. The way one would approach a VN should be about same as a book. Indeed, books do have motifs and underlying themes. I assume everyone is on board the theme is electricity.

We also need a mood board, to nail the visual style of the game. The lead artist could make art as he goes and call that a style. It would be more inline with the story to have the visuals echo the plot.

I do not believe there is a need to rigid with the creation of the plot. The integration of the theme can occur later.
"Let no one however demand from me a rigid code of rules such as most authors of textbooks have laid down, or ask me to impose on students of rhetoric a system of laws immutable as fate, a system in which injunctions as to the exordium and its nature lead the way;" - Quintilian, "Institutio Oratoria" book II, 13
