Given that many Denpas are luddites, using old technology, low fidelity, dumbphones, etc, as well as often having schizo views of technology and social media what makes you think that Denpas would be particularly technologically literate?

Usually those people are more technologically literate, not less. Older technology had a higher barrier to entry, you needed more technical knowledge.
