it isn't a useful label if it is not describing those who aren't explicitly pulling for an in group vs an out group and trying to openly attack the out group in some way

without that, the definition is basically "this person doesn't like someone else"
actual hate is required to be fascist, or at least an unwillingness to have peace with someone else for not being a part of a group, which would become hate if continued anyway
